If you are forced to book more expensive rate if you use your points this decrease their value.
Take for example the last Black Friday sale where the rates you can book with points was 30-40% more expensive then the one available only with cash.
They have to allow points to be used to any rate or give the points from promotion if you pay with points.
That’s why I don’t see any benefit in using Accor points to book their hotels (unlike with other chains) and just convert them into IB Avios automatically.
