Since RA's upgrade policy clarified as 2 cat upgrade, some ICs stopped to give suite room. IC Manza Beach used to upgrade RA to suite but now have to book 2 cat lower from suite room which is expensive already.

the two category (minimum) upgrade put an end to the lottery and gives me a reliable discount on the room type I really want to have.
