You're missing his point. Since, presumably, you hope to eventually be reunited with your bag before the return journey, the question is whether you have room for all the new stuff you are acquiring (if greedily spending to the max reimburseable amount) on top of what was already in the bag. And if the answer is still yes, that implies that your bag had lots of empty space in it, and hence suggesting too big *for what you were bringing on that trip* (not "too big" in the abstract)

To be fair, you did say "Most every trip I take the oldest undergarments, and toss on the homebound trip. As well as anything else nearing its end." But if that's literally true then it seems like you either don't travel a whole lot and get rid of a lot of accumulated stuff on the way back, or recycle your entire wardrobe a lot faster than I do (not that there's anything wrong with that)
