That is incorrect. I just came back from Europe, and I could use my Hangouts with GV as if I was still in the USA (for free). The only caveat is that when abroad, Hangouts will not recognize 10-digit US numbers, so you will have to add +1 to them. What you are talking about is calling foreign numbers with Hangouts whether you are outside of the US or not -- for that you will have to have some money in your GV account.
