What if I am traveling with someone who holds a Philippine Passport and therefore is not eligible for VOA? I'm presuming there would not be a exception from obtaining an eVISA in advance which looks like it is now at least possible to do online for $52 (x 2 on a round trip with two layovers). The layovers in question would be ~18 hours which is also over the "12 hour in transit" limit for Philippine Passport holders even remaining in the transit area, so it looks like the purchasing eVISA's is almost mandatory. Is that indeed the case or is there any remedy from ET for that scenario? Is the rest of the package still valid assuming a eVISA is held in advance?
