For over a month now, I've loaded Visa OVs and other vanillas from WAG and CVS to Serve at select WMs in my area, they load w/o entering PIN at any register or MC. Still can't buy MOs with OVs and can't load them to other prepaids, just Serve/1VIPs. IDK what changed and although it has remained YMMV, I hope it continues to work at 3 stores I go to.
