No, it is up to the carrier. Airports have no authority to tell a carrier what tickets they may sell. That authority belonged to the CAB and it was dissolved by the ADA in 1984.

It also makes no sense for airport authorities to have a say. You may always purchase separate tickets. MCT is simply about risk. The carrier vs. the passenger.
