As per the Asia Miles team replied and the pdf in the link above,
For flights on or before 21 Nov 2018, the old accrual scheme is applied.

Therefore, the new accrual scheme have started since 22 Nov 2018.
I cannot claim BA-Q (as well as BA-V, S, N) for flights travelled in early Nov
