To select seats on air china you either need to make your booking on the Air China site (then you can use the 'manage booking' function), or you can call them up.
Yes I have done it this way yesterday on an upcoming booking. Worked fine on the seat bbokings and these are confirmed on MMB.
What seems to be more difficult is changing personal information on the website. I forgot to enter my frequent flyer number and had to call to get it entered since it seems you can't access to change details once you have booked.
