To select seats on air china you either need to make your booking on the Air China site (then you can use the 'manage booking' function), or you can call them up. Also reported up-thread was the ability to email. Guess that would work too but at least when you call you can discuss seating options in real time.
I emailed Air China about 24 hours ago, but have gotten no response so far. Not sure how others on this forum got responses "within 20 minutes". Must've been in the good ol' days.
