Sometimes the airport will ask airlines to tactically cancel flights scheduled between specific times of day because they know inclement weather is coming and the cancellations will ease the schedule, helping what's left to get away with less of a delay.

Saying that, this is optional and the airlines can (and do!) ignore the request with the inevitable knock on impact to the overall efficiency of the airfield.
