The other things to bear in mind are resources and weather on the other, arriving, airport. If there's bad weather at LHR, chances are that it's going to be even poorer at LBA or MAN - if that's the case, and you're risking a diversion or to have the plane stuck there, you might as well axe that particular flight and not something else (all things being equal).
