Enforced checking of bag when travelling with infant

Witnessed a rather unfortunate incident yesterday when a woman on another flight (Easyjet Manchester to Geneva) was asked to check her bag.

She was traveling with a small child, not clear if the child was above the age of two or not, but the woman stated that she had to keep the bag (which was quite small about half the size of the maximum) because it contained the nappies, food, and games to keep the child occupied). The Easyjet agent was quite unmoved and told her repeatedly she would not be allowed to fly. I left before I saw the outcome.

But I did wonder what (if any) the rules were about bags when you have small children. I don't believe airlines have nappies on board and if you have sensibly got everything with you, it seems unfair that the airline should force you to get check that bag. Or is this an area where it's at the airlines discretion?
