I think it depends on the flag. Sometimes (a recent example is Hilton mandating that all lounges in the UK downgrade to a certain set level for F&B) they really don't want individual properties to go above and beyond because it creates expectations that can't be met by other properties sticking with the minimum brand standard.
And if nothing else, Marriott has always been known for its consistency.
