Euro Traveller to Club Europe Upgrades US / AA Style?

I flew LHR - NCL last Thursday on a pretty full flight. After boarding had completed the CSM spoke to a passenger a couple of rows in front of me and said that they had a single seat free in the CE cabin and would he like to move there. He declined and so the CSM moved to someone further back down the plane and she was then upgraded to Club.

This is obviously very similar to the AA method of upgrades where the Gate Agent will process those passengers on the upgrade list whose upgrades weren't confirmed ahead of time. However, this seems to fly totally in the face of what I perceived BA's upgrade policy which is generally operational needs only. I am just curious whether anyone else has witnessed this or whether it was just the CSM "going rogue" and doing her own thing?
