You use the Hangouts app (with Hangouts Dialer downloaded if you're on Android) and it makes the calls with data. You can also enable ringing for GV calls in the Hangouts app to receive calls over data.
If you're outside the US, the Hangouts method is the only way to go, since GV can't forward to non-US numbers.
Ahh, thanks! That never even occurred to me. That thought also lead me to searching a bit and I found that they're now in a public beta for
WiFI Calling in the GV App so I also signed up for that as well. This will help a lot in allowing people in the US to keep up with me when I'm out of the country, since I always buy a local SIM wherever I am to get much better data rates than VZW provides (VZW is crap when it comes to international roaming, unlike in the past when I had an amazing unlimited international data plan).
