This is a glitch with the UA OLCI system. When doing mobile check-in, if you're not a US citizen, the mobile app will tell you to go to the check-in counter. However, if you are a Canadian Citizen ,US PR or Citizen, OLCI on the normal website (i.e. desktop) works just fine. I've raised this issue with UA several months ago but it hasn't been addressed yet. I guess I'll be using good ol' fashioned OLCI on my trip to SIN next month (which isn't a big deal given the UA app doesn't support my Moto G6).

I am an Australian citizen and use my GC to enter the USA. I used the app for OLCI on Saturday.successfully for LHR-SFO-SAN The BP was on the app as soon as OLCI was completed. Ten days earlier OLCI worked fine for SAN-SFO-LHR.
Three weeks ago I was unable to do online check in SAN-IAH-LIR and had to check in with a gate agent but had nothing to do with UA. It is because Costa Rica requires UA to verify the pax had a return ticket. No issues with OLCI for the return flights. So the issues with OLCI may be a function of the destination.
