Does this policy still exist?

A close friend booked a last minute trip using AMEX Pay with Points to book a ticket on AA to rush across the country after his father took a turn for the worse (cancer) and now will pass away shortly.

He wants to move his return trip to a later date (already flew outbound). Will AA waive the change fee and fare difference assuming the same fare class is available on the new date?

I know this is slightly complicated as the ticket was booked thru AMEX (aka travel agent) should they call AA directly as its still a “paid” ticket or call AMEX first?

ETA: Found this PDF that was updated as of September 2018 so I assume the policy is still intact
