I guess they find it simpler to keep the base fares at round numbers and let the taxes (which may change) add up to these odd numbers. It also allows them to have the base dares the same in each direction (within each fare bucket) even though the taxes are different. FWIW I think ALL Aegean and Olympic flights have round number base fares.
