I don't understand the "still have to spend additional $1k to receive the credit" part. Just because DL/Amex issues you a credit line does not mean you have to use it.

If the promotion requires that you use the new CC on a DL purchase, then as others have said just buy the tickets in two separate PNRs/transactions.
