Can't speak about Dubai, but for Singapore, if you stay out from touristy spots you can manage get a decent room (means - it has windows and does not overlook on 12 lane highway) for about US $120/night - places like Bugis or Joo Chiat come to mind. Check Singapore forum - there were number of threads about this topic, but again - New Year is special occasion - you might be out of luck.
As far as avoiding crowds - unless your desire to be be at the very front seat, you can watch them from the top of National Gallery, as it was mentioned above. And if your hotel place is in Bugis area, you can walk there within 30-40 min.
