The issue is that if you are in a social setting, like a public space, you would expect all others sharing the space with you to conform to the norms for that space. In a hotel lounge you would expect everyone to have a generally acceptable standard of clothing - and that does not include bathrobes, going barefoot or even turning up in the hotel's bedroom slippers (something I have seen too often, unfortunately).
