Not quite. It’s first TK & LH’s (and almost every other European airlines esp. VX, BA and that lot) fault for adding these absolutely fraudulent YQ & YR charges.
Then it’s KF fault for passing down these charges.
Unlike some other FFPs that charge YQ even if the operating airline doesn’t (and TK M&S I think is in that list) - which is even more criminal than charging YQ in the first place, KF only charges YQ if the operating airline does.
