Some programs pass through fuel surcharges, some do not. Unfortunately, KF is one of the programs that does pass them through when booking partner flights. This is why KF is best used for redemptions on SQ metal (or UA domestic flights).

No, blame KF. The problem is not the operating carrier, it's the frequent flyer program that passes the surcharges through.
