If you plan to buy a ticket from TAROM directly, you can assign seats when purchasing your ticket.
How? I never saw that option when booking at TAROM, not at higher priced economy tickets, not even when buying business class tickets
If you already have a ticket that includes a TAROM segment you can either:
- call TAROM and ask for seat assignment
- try to view your booking on KLM and assign seats (this does not always work)
I never had any success at OLCI through KL/AF either on many, many flights - this counts for both tickets on RO stock as well as for TAROM codeshares on KL or AF tickets. Not saying that it is impossible as you clearly seemed to have success here, but I never managed it!
I second the option that a call/email does work. That said, I really never do as seat maps are usually wide open if you check in at T-30 when OLCI opens.
