I don't know if the 37 days or 60 days would be counted from the same day. What multiple reps have told me lately is that the 37 days is measured from the day the fee was billed, i.e., the statement date (both are the same on my account).
For those of us keeping our Utilization scores very low, it's quite annoying. AFAIK all banks post the AF on the last day of the billing period. Meaning by the time you see it, the charge has already posted. So I'm guessing the 30/60/whatever days start the same day.
