Is the 37 and the 60 measured from the same day? Ie, there's a time when annual fee is first billed, vs when it posts on a monthly statement, vs when it's due. Just saying "60 days' or "37 days' doesn't make it clear which it's counted from, and the count would very different starting from different days.
