The passenger in shorts may not have any issues wearing shorts, but I suggest that they are not appropriate. Sure, call me an old fuddy duddy; and perhaps I am. And while I don't advocate a return to the days where men wore suits and ties to travel on a plane, shorts in international F are below what I would consider an appropriate level of dress in that situation. OTOH, everyone is free to do what they want. So while I won't wear them, you are free to. And I won't judge you therefor, at least too much.
