Well, I hope it's not a concern, because I see this a lot myself.

On a few occasions, I've discovered it's because it's part of the next seat's seat belt....mine and the other one got crossed over, probably by the pax in the other seat inadvertently "scooting" his end over into (what will be) my seat when deplaning. But a lot of time, the thing is indeed, wrong.

I wonder, too, since you brougt it up....
