It's a common number thrown around. It seems reasonable when you consider the value of international J tickets, or even domestic coach tickets. 25,000 miles at 1.7 is $425. You can still get domestic coach tickets for 25K miles that are around that amount for a cash purchase. It's not perfect, of course, because award ticket prices fluctuate so much.
