Capital One probably heavily favors thin files (new to credit) over those with long, established credit. Someone just starting out with 1-2 cards in the past few months and a credit score of 720 is more likely to be approved than someone with a 820 credit score and 1-2 new cards in the last 2 years.
In addition, Capital One heavily favors those who are established but only have fair credit when compared to others.
