A formal complaint will buy you nothing. The rules are very clear - the rental continues until the time the location opens. This is very clearly stated in the T&C.
If a specific location decides to do something above this, such as only charging to the time you write on the return slip, then obviously that's their choice - but officially they have no need to do so.
