As stated in oneworld.com, J-Air and Japan Transocean Air are oneworld partners.
Those flights are credited to partner FFP as JAL/Oneworld partners.

RAC/JAC aren't oneworld partners. So, you can't credit those flights to other oneworld partner FFP in gengeral.
You can redeem J-Air and JTA flights with partner FFP miles.
(However, for some partner, e.g. BA, you have to call to redeem JTA).

About international flight award, you can't include JAC/RAC, but JTA can be included.
