What are the dates of the letters? As SeeBuyFly said, Citi is known to send contradicting information. The denial letter was probably generated first (the day you applied), but made it to you later. The approval letter should have been generated about the day that you got the call and were approved.

Did you get emails saying either of these things?

The fact that you got the card and it activated should mean that you're good to go, but I agree that asking for a match would be the best way to be 100% sure you've got a bonus attached before you do a lot of spending. I probably would use the card a time or two first, just to make sure it works (but that's not necessary at all).
