how about using the Customer Service case number on the email acknowledgment?
Wow. So if customers don’t request a voucher, AS has no way of telling if the guarantee is being kept or not, and no interest in fixing it if it isn’t? Sounds like too many of their other service standards. Can’t just match bag scans and arrival times?

My guess is it’s used as a tracking measure against the station’s performance stats. Which means they have an incentive not to cough up vouchers.
