The rule is that you are charged until the time that the location opens the next morning. So if you pickup at 16:59, and return at 17:01 the next day you will be charged until 8am the next morning, and thus for 2 days.

My local HLE does this differently and will treat the return as whatever time i write on the paperwork when I drop the car off. I have no idea if they do this for everyone or just for me...

Where are you getting this from? I've never seen that stated as a benefit, and have been charged an extra hour when returning 31 minutes after the 24 hour period (removed without issue by the counter).
