If you just want to add "another layer" what I do is use a parachute bag and put my checked bag inside it. It is a very tough nylon/cordura zip top duffel type of thing....big enough to hold a parachute rig (and therefore a medium sized suitcase....) I get the feeling you are looking for something more secure however...
