The airport probably is functioning, but this is clearly an abnormal natural disaster and I can't imagine an airline not accommodating and voluntarily re-reading passengers based on the fact the no one would want to fly into or fly out to this situation.

Certainly in the US, the airlines liberally re-work, let alone re-route, days in advance, or there's during, any kind of major storm or natural disaster in a region.
