That seems like a thoroughly inconvenient service. They should talk to New Zealand - can apply completely online from anywhere in the world, upload your photos (and have them instantly verified against passport guidelines), just need a referee to give you their passport details to confirm who you are and job done, passport arrives in as little as four days. Non-expedited.
