No idea how it would work. If I recall correctly, when I renewed my UK drivers license I was able to choose to have them use the passport photo already on their system as the photo to go on my drivers license. Perhaps it could work both ways, or if your photo is too old it sounds like there could be an option to upload a new one.
it's all academic until we find a way to access said "new" system!
