Without traffic this would be 30 minutes, plus additional time (if needed) for parking or rental car return. However 7am would be prime rush hour, you will encounter some traffic on Highway 24 as it is one of the main approaches to the Bay Bridge. The normal route would be to take 980 to 880 South; if things look horrific the fallback route would be 24 to Warren Freeway (13 South) to 580 South and then across town at around 98th. Waze will know. Mondays are the worst. 880 South may also have traffic.
So to answer the question, I would allocate 60 minutes - if you arrive early there are plenty of dining options.
