I think I'm making a stronger version of the statement than you are. You are staying that the nights might count for 2019. I'm saying that they will.
You are also saying that this is a stupid policy. I agree with this, but find it irrelevant.
Conclusion: Get your spend in before your December statement closes. I'd suggest, well before. In the past, with other cards, Chase has delayed things by one statement cycle when passing a threshold close to the closing date. According to the terms and conditions, they have until the end of the month + 8 weeks to issue the nights, and the nights are valid in the year that they are issued. I'd aim for at least 10-15 days before statement close if it's critical.
