Could you buy PayPal gift cards and load them into your account? Most stores will allow you to use a credit card to buy PPGCs and some may even allow you to use VGCs to buy them (although I a uncertain as to why you would want to do this unless you are trying to liquidate them).
Although complicated, go to store who sells PPGC, and purchase with your VGC. Load PPGC into your account. Pay the vendor through your PP account balance.
