Not according to what I have seen recently. Sadly, all they have given me was additional irritation rather than any kind of gesture of goodwill lately. Unless something is promised in writing (and on-time arrival is not really one of them, except under the provisions of EC261), you just end up with a boilerplate reply.
In some cases their reply is sadly so dismissive that it makes you feel more irritated than you would have otherwise been. I recently had that with extremely slow appearance of luggage on the carousel after arriving at LHR in F (as well as no priority baggage handling, but what I took exception to was the it took to deliver the bag on the carousel, rather than the lack of priority handling in itself).
Just telling you this so that you do not end up with expectations that may not be met by BA and feeling worse than you are doing now.
