That's overly simplistic thinking. CP, HI, and HIE are separate brands. The weakness of CP in the US is that many of the properties were built 30-40 years ago and have not been maintained or renovated up to the standards of what's expected from a full-service business hotel today. Meanwhile, HIEs are generally much newer properties with tight brand standards. Depending on what you prioritize you might consider the average HIE nicer than many CPs. I do. About the only time I pick a CP over HIE is when CP is much cheaper.
