In other words, what are the chances that the route will not be approved? Which government are they seeking approval from--US or Japan?
I would not worry about approval. I have seen a few of these waiting for approval notices and every one was approved no problem. I do not think they bother making the flights available for booking unless they have very high confidence they will be appoved. Also, it would be very likely if you booked a JL res and they canceled the flight they would find you alternate flights out of an airport they do fly from. AS should help you with rebooking, possibly contacting JAL to open up alternatives.
