It is possible that the "Guest room, King, No view " is the standard award room. If it's not available for sale, then it's not available as an award. Every property has some rooms that are award-available and some that are not. I'm not sure that's de facto "cheating".

I see an award available 29 of 31 nights in December and all but 6 nights over the next 6 months.

Are you traveling to Calgary for something that may be causing others to travel there, resulting in limited availability?

You can contact them and ask. But just stating that you consider a 2 Double room to be "standard", so it should be available for an award, doesn't make it so.
