Having a potentially similar issue.
Bought a ticket today for a flight tomorrow. For some reason I couldn't request the C+ upgrade online, so I called, and she added me to the list and it cleared immediately.
Now I'm looking at the upgrade list in the app. I am # 11 (out of 13) for the first class upgrade. I'm silver, on a pretty high fare class, but fine. It doesn't show anyone has cleared, although I suspect that a large percentage of the FC cabin was upgraded in advance.
However, I see that
#1 and
#2 on the F waitlist are also
#1 and
#2 on the C+ waitlist. Why would they have
not yet cleared into C+ while I did, but be
higher than me on the FC waitlist?
