UPDATE:

I was granted entry to Shanghai on Oct 29th under the 24hr TWOV policy. I arrived at 0730 SGN-PVG-JFK. There was one counter open, line took about 30 minutes or so. I have a 12:55 minute layover. I did no see anyone being denied entry, some people just took considerably longer at the counter than others. Obviously make sure you have all of ur future flight info readily available. They will want to see it.
