True. Except the lower elites have had that ability for months now when UA implemented their upgrades to "RN" instead of "R" and allowed "RN" to function similarly to "PN" (SDC directly into that class).
But note that PZ is also broken. It's not just a function of PN. I had segments in PZ on Saturday that would only SDC to other PZ segments.
